It's not really that much work to build your own clipart fonts. Every illustrator with Bezier path proficiency should get a copy of Fontographer and take a stab at it.
But it's still a very poor substitute for proper inline graphics functionality, as you'll find out as soon as you want that custom dingbat to involve two colors.
